It is considered haraam to read Al-Quran backwards. Violating the sequence, in which the Surahs have been arranged, is forbidden (irrespective of the fact whether they are being recited in Salaah or out of Salaah).
The order of Surahs was presented before Prophet Muhammad (saw) by Hazrat Jibreel (alaihis-salaam) when he brought Wahi. Likewise, Hazrat Jibreel (alaihis-salaam) brought the names of the Surahs also. So the sequence and nomenclature of the Surah have come directly from Allah (swt). Therefore meddling with it is prohibited. Nevertheless, when it comes to learning or teaching children, if the smaller Surahs of the last portion are learnt first and then the remaining ones, this is permitted.
Each Surah has a single name but in case of some Surahs, they have more than one name.
Sometimes Prophet Mohammad (saw) would call a Surah by the words found at its beginning, for example, Tabarakal-lazhi, etc.
As matter of fact, the Surahs are named after a significant topic being discussed within that Surah, by Allah (swt).
